Apparantly Citi Bank has a broad definition for the term: residency and a much broader understanding of the term: sanctions. Read this:

As Horace Walpole put it so elegantly: "The world is a tragedy to those who feel, but a comedy to those who think." It seems it is a Greek tragedy for those who do both. One wonders to blame whom for what.
